Let NUC Handle Varsity Budgets — JAMB Boss Oloyede Urges FG for Better Oversight
Prof. Ishaq Oloyede, Registrar of the Joint Admissions and Matriculation Board, has urged the Federal Government to let the National Universities Commission manage Nigerian university budgets instead of individual schools.
If such a proposal were to be put into effect, the JAMB registrar claimed it would increase university autonomy.
This was said by Oloyede, a former vice-chancellor of the University of Ilorin, during an appearance as a guest on Channels Television’s Inside Sources with Laolu Akande, a sociopolitical program, on Sunday.
He pointed out that “we can still re-engineer the situation to have the things we need,” in addition to the commission’s function as the regulatory body that accredits courses at Nigerian postsecondary institutions. We must examine the funding source.
For instance, the universities should be managed by the National Universities Commission alone. Hold the National Universities Commission (NUC) accountable for overseeing university administration.
In my capacity as chairman of the Committee of Vice Chancellors, I helped restructure and retool the National Universities Commission. When the NUC was in charge, everything went smoothly. I firmly think that letting the NUC handle the coordination will help our universities achieve the autonomy we are discussing.
Oloyede noted that the university’s annual review system reviewed the number of applicants from various fields and used that information to calculate the budget for the following year.
Additionally, throughout the budget defense, he downplayed the impact of favoritism.
“Every university now submits a defense budget to the National Assembly, and the more you can provide, the more will be decided.
“It makes no difference if you know someone or not. The number of students and other parameters will be decided by the NUC. Additionally, the Ministry of Education and the National Assembly will be defended by the NUC.
“I think that with the way we are funding and operating, we may reach a point where we will say, What does it take to train one doctor at the University of Abuja, which is producing XY doctors? We have set this quota for you. Now, we figure out the amount. We won’t be interested in your capital or ongoing expenses. Additionally, we would have conducted a study to determine the amount,” he continued.
